I'm definitely starting to think along the lines of an OCR program.
Which one is recommended i currently don't have any.

Dave,
That empty PDF document probably contains text in a graphic, which JFW and
Adobe Acrobat Reader cannot access. If you have an OCR program, you can open
the PDF file with it and convert the graphical text into accessible text.
