the criteria for the mail rule really depends on the mailing list itself.
you definitely cannot select "whether to or cc line contains people",
neither can you select "whether to line contains people" as your criteria
for the mail rule in some mailing lists like Helpneededlist, Openbook, for
example. instead, you need to choose "where the subject line contains
specific words" as your condition for your filter.
in step 3 which is > Rule description (click on an underlined value to edit
it), you simply arrow down once to "where the subject line contains specific
words" and hit enterr here to edit it. here, you type in helpneededlist or
openbook and tab once to the add button and hit spacebar. then tab to the ok
button and hit enter to accept it.
