This does seem to be a JAWS issue. I have the same thing and not only on this 
list. I also have trouble with messages that do have attachments but JAWS+A 
reports no attachments. With the JAWS cursor the attachment can be located and 
a double click will bring up the menu offering to open or save the attachment.

My conclusion is that both the announcement that an attachment is present and 
the script which is supposed to identify the list of attachments are, at best, 
unreliable.

This is true in Outlook and Outlook Express.
