Yes, it is. I had occasion to use it a couple of weeks ago and had
absolutely no problems. Basically, hook up to the router, then open the Run
dialog and go to

http://192.168.1.1

which is the router's address. If your computer sees the router, you'll be
asked to log into the page with a user name and password. Just enter admin
in the password field and you'll get into the main settings page, which is
HTML-based. At that point, it's like dealing with any other page with web
forms that have an array of edit boxes, combo boxes and so on. If you want
to switch to another page like the security settings, for example, click 
the
appropriate button by tabbing to it and pressing enter. At the bottom of
each settings page is a Continue button which must be clicked, and when you
do, you get a confirmation message which is easy to read.

This type of interface is exactly why I've chosen Linksys routers; I don't
want to have to screw around with telnetting in and entering a bunch of
arcane commands to configure the thing as I've had to do with routers
before.
