Judy, the answers you have been given are accurate as far as they go, but
it is incorrect to say that there is no solution to this Windows
annoyance. There exists a JFW script in version 5, probably in some
previous versions, called Script NumericDataSayNextAsSingleUnit ()
By default, it is not assigned to a keystroke. There is also one for
moving back by word, Script NumericDataSayPriorAsSingleUnit ()
You simply need to choose keystrokes and assign these scripts to
them. For example, in Windows there is a command to move forward by word,
ctrl-right arrow, and JFW provides insert-right arrow as well. For my
personal use, I have reassigned insert-right arrow and insert-left arrow to
these two scripts.
Now, when I use those keystrokes, I am not forced to listen to words with
punctuation repeatedly as I move over them. I do not at the present
instant have time to describe how to assign the keystrokes to the
scripts. Perhaps somebody else will do is, or if not and you need that
sort of assistance I can do it, probably tomorrow. Since this is Windows
behavior, it will not matter what version of Word you use, this JFW fix
will alleviate the annoyance.

Dean
