It sounds very much like they have done a pretty poor job of designing this form. It sounds like they've actually typed underscore characters where you are supposed to indicate your answers. Your description of your solution that works for you is exactly what overtype mode does, so either you need to give it another try, or you need to double check that shortcut you list as maybe it's not the right one for switching you between insert and overtype mode and so you're not really in overtype mode when you think you should be (I never use overtype mode, so I don't recall the shortcut). If you do figure out how to go into overtype mode, and get your answers in, and you would like them to look good, go back and under line them afterwards, or turn underlining on before you start typing them. This won't exactly line up with underscore characters, but it will come close enough.
