Here is how you get it (It is not exactly developed by Google. I am
sorry to confuse you):
1. Go to google search site (http://www.google.com).
2. Type "weather: zip code/ city" in the edit box and press enter.
3. Scroll down or use the "h" key to skip to the first search
result.4. IN one of the search results, you will find a download for
downloading weather software.

I am not sure if this works with screen readers but another one is
called "weatherbug".
