I'm not a frame user gur, but some of your question I can answer.
1. Difference between moving and resizing a frame. If you move a screen
object in Windows, then only the so called "origin point" (the left
upper corner) of the object is changing. The size of the window not. If
you resize it, then you change the length of several sides of the
window. you can resize a window in width, in height or in both. Than
changes its origin point, but its middle point (the most center point of
the window) not.
2. OnText event preventing New Text event. Honestly speaking not
everytime. It depends on many things. It should be, but it happens not
always. Don't ask what is depending on, I don"t know, just realized when
I used frames.
My experience is, that much simpler and plausible solution to write
script to query the content of a frame, than wait to to be announced
automatically.

5. Finally, it's my impression that frames are only useful when the
JAWS cursor is available. Can frames be used when the scan cursor is
