A bank will never ask you for a PIN number ever, they already by
definition have it and ask you keep it secret to protect your own
security.  I also cannot think of an instance where a bank would request
back a working card to exchange it for another.  Suspicion ought to be
raised when they ask for PIN numbers and offer immediately to send
around a courier for your card.  However this is sometimes difficult to
think out in the middle of an unsolicited call which is why it is worth
taking a moment to consider how somebody might trick you into handing
over information, this type of social engineering attack is becoming
more common now that conventional attempts at fraud have been made more
difficult.
