Take a look in the IP..log and FW..log. Each external packet that the ISA Packet Filtering service drops is in the IP..log All traffic from internal hosts is logged in the FW..log, both allowed and denied. You should be able to see what each host is trying to use and create appropriate rules to accommodate it.
