It's a win2k ISA VPN w/ RRAS that can't accept multiple connections. The
win2k RRAS was used as a test to eliminate the first level firewall as the
problem. The issue is with the ISA VPN RRAS dropping connections after
more than 1 connection is made. Sorry for the confusion.
