Please explain "primary firewall that nats the PPTP traffic to ISA"  What
type of firewall or router is it?

If your ISA server is connected behind a device performing NAT, does the NAT
device support multiple PPTP tunnels simultaneously?  Some NAT devices
require updated firmware to allow multiple VPN type tunnels through NAT,
some NAT devices don't support multiple tunnels at all.
