What kind of client is it? Nat or firewall?  If you use user based
authentication like me you will need to load the firewall client on your
client pc.  If you use rules based on subnets, then just make sure your
pc's IP address falls in the scope of your rules.  If this is just for a
quick telnet test you can always allow all outbound from internal to
external and shut it off after the test is complete.

Thanks...I put that rule in and it still won't telnet out...is there an
order it needs to be in?

Typically, you would only allow 25 out from the SMPT gateway itself and
not the entire internal network.

If mail is working fine, consider creating a temporary rule for outbound
TCP 25 from the internal network to the External network - perform your
testing, and then delete it...
