What is that FQDN resolving to?  Have you tried using an IP address instead 
(both with telnet and in your rule)?

Yes, I knew about port 23, created a user defined protocol for port 25,
telnet exchange.titusville.com 25, says it can't connect.

You do realize that telnet (unsecure) uses Port 23? Unless you are using
a telnet command like "telnet <servername> 25" (at least in Windows)
which will then use port 25.

Simple question for the pros...
I'm running ISA 2004.
Does it automatically block a telnet session. I'm having an issue
connecting to this one particular domain with my exchange server and
needed to do a telnet session with it but can't get connected with it
inside the firewall. Port 25 is open on the firewall and from home I can
telnet to my server and the offending server.

Do I have something configured wrong on the firewall?
