Site & Content Rules

I've got some rules setup to only allow employees access to some sites
during lunch hours and another rule to permanently ban web based email
sites.
These worked fine, up until today. I've checked everything out and things
seem fine, also restarted the machine but the rules are not working, any
clues what the problem could be ?
