Need assistance

I am trying to add a port to my ISA server and I am using the following
script:
script isa_tsp.js /add ext8443 8443

This works, but when I start and stop the Web Proxy services and attempt
to go out the the internet I am not able.  Can someone give me an idea of
where I should look.  I am using an ISA 2004 server.  Thanks...
