The devices I've been able to use include Cisco VPN concentrator (the old Altiga stuff, I think it's the 3000 series), NetScreen, Watchguard, and I can't remember what the 3rd one was. The hardest part was making sure that you were mapping the appropriate terminology for some vendors. I know earlier on with W2K that MSFT did a lot of IPSec bake-offs with vendors for interoperability. ISA is the factor that I've had trouble with doing the NetScreen (the only one where ISA was involved). I had a lot of difficulty with trying to get IP Routing to work properly.
