Yeah, I think maybe I have actually blown it away.  As Jim states it is in
wpad.dat, I'm going to hack that file up a bit and see what I can see.  It's
not a mime-type thing, it's beyond the point of actually delivering the pac
file.  It's what IE does with the results of the calls it makes to the
findproxyforurl function within the pac file.  In order not to make a call
to that function every time a request goes out they have implemented this
result cache.  Good on the chalkboard...

I delete all my index.dat and wpad.dat files daily while I surf the
internet. 
You could also setup a rule for MIME type
"application/x-ns-proxy-autoconfig" that you want
Certain users to have etc. I'm sure that you found this link:

Just one of those things I can fix but is annoying.  "Undocumented
features" tweak the anal
want-to-know-everything-about-what-the-hell-my-machine-is-doing side of
me. Basically IE sits there thinking when trying to load sites.  Switch
to manual proxy config from Autoconfig script, pointing to the servers
that the script spells out, and all is well.  Disable the result cache
and all is well.  Now I want to find where the cache is and how to get
into it.

Anyone (Jim?) know how to _flush_ or delete IE's proxy result cache? Or,
where is the cache located?  Doesn't seem to be in the registry.  I know
how to disable it through
hkcu\software\microsoft\windows\currentversion\enableautoproxyresultcach
e
but I want to see if I can dig into it a little more, maybe see what's
getting put in there that's making IE hang all over the place here.
