What is a low end server and what is a high end desktop?
For 20 users I'm more than convinced that a regular desktop can do the
job and you will have spare hardware on it.
Of course you must know what you have inside the desktop, put 2GB RAM, 2
100GB SATA drives and a Pentium 4 (any dual core processor if you want)
and add as many NIC's as you need and you will be more than fine for you
20 users environment. You can even install a WEB filtering software on
the same machine.
I have 1500 users in one office browsing internet with a Dell 1855,
actually we have two servers but just for redundancy. 20 guys? Then go
for the desktop.

You're centainly on the right track, even low end budget server hardware
will see you right for a 20 user environment, just get some good nic's,
avoid the $20 'no name no frills' alternatives like the plague.
But resist the push I've seen in too many small business in recent years
to use high end desktops as servers 'cause they are cheeper', the old
saying 'you get what you pay for' really comes home here, you be forever
regretting the 'cheeper alternative'.

As always, it's a matter of budget.
As I said;
"Concentrate on CPU, memory, NICs and disk in that order.
*Never* go cheap on the NICs."
I like Intel NICs; they've always worked and their ProSet software has
no peer.
Thus, if your Dell box has Intel NICs built-in, you *may* be ok; ask
after the chipset.
Intel has a list of their NICs and the chipsets used in them.
If you buy a desktop machine from Dell, HP or "PutersAmWe", then you'll
get desktop performance and pieces.
As far as disk goes, give ISA some room for logging (20GB or better) and
don't use it for other stuff.

I certainly understand the concept of "you get what you pay for". I just
know that sometimes certain applications benefit more from certain types
of hardware.
So just to explore this a bit to optimize our investment (I understand
that my < 20 users can get by on less powerful equip):
Is there any difference (or preference) between the dual cores and the
older single core xeons?
Are there specific NICs to go for? I assume we should NOT do onboard
nics (even dell onboard gigabits)?
Should we even bother with dual prosets or will any gigabit NIC workout
for us?
Is there a lot of disk activity? Should we strategically setup disks
(like we do with exchange - install on one, transaction logs on one, mdb
on one)?
Do we need SCSI over ATA or SATA?
Should we get the fastest bus we can?
Fast memory is always good I know... but should we stack up our box with
as much memory as we can afford (even if we are not caching)? What is a
good memory recommendation and do memory reqs scale with the number of
users?
Are there any hardware documents out there for ISA applications?

Just to add to that, the better CPU you have the faster your VPNs will
perform since encryption is CPU intensive. Unlike Cisco Routers, you
have to pay very little to get a fast VPN connection when you are using
a PC.
In
other words, in order to get fast VPN with Cisco you have to pay a lot
more then a faster PC CPU to run your ISA server.

It's a basic tenet that the more you invest, the more you see in return.
By a Celeron, you get Celeron performance. Buy a dual-dual-core Opteron
with 4GB RAM and 320-MB/S SCSI and (at least( dual Intel NICs with
ProSet software installed and the box will set fire to your LAN cables.
..that is, until you try to shove every web filter on the planet down
its throat.
ISA is no different than any other Windows server application in this
regard; it can only perform according to the resources given to it.
IOW, define your budget and get the best you can with that.
Concentrate on CPU, memory, NICs and disk in that order.
*Never* go cheap on the NICs

Just curious what kind of hardware makes for a good ISA server? Are
there better motherboards? Better NICs? Better HD's? Better Memory?
Pushing packets in one NIC and out the other... is it just getting the
highest bus speed possible?
I assume the ISA appliances have this down...

I have ISA 2004 on W2K3 Standard with about 65 users with Burstek and
GFI WebMonitor running on a Dell PE350 and yes resource saturation is
about 35% and yes it is going to be replace in the next couple of months
but for less than 20 users that should be great.
