It's a basic tenet that the more you invest, the more you see in return.
By a Celeron, you get Celeron performance.  Buy a dual-dual-core Opteron
with 4GB RAM and 320-MB/S SCSI and (at least( dual Intel NICs with
ProSet software installed and the box will set fire to your LAN cables.
..that is, until you try to shove every web filter on the planet down
its throat.

ISA is no different than any other Windows server application in this
regard; it can only perform according to the resources given to it.

IOW, define your budget and get the best you can with that.
Concentrate on CPU, memory, NICs and disk in that order.
*Never* go cheap on the NICs

Just curious what kind of hardware makes for a good ISA server? Are
there better motherboards? Better NICs? Better HD's? Better Memory?

Pushing packets in one NIC and out the other... is it just getting the
highest bus speed possible? 

I assume the ISA appliances have this down...

I have ISA 2004 on W2K3 Standard with about 65 users with Burstek and
GFI WebMonitor running on a Dell PE350 and yes resource saturation is
about 35% and yes it is going to be replace in the next couple of months
but for less than 20 users that should be great.
