Another possibility that a hork mode configuration is extant, and
they're not using HTTP tunneled FTP connections. In that case, the FTP
connection isn't supported.

There are three things that are usually the culprit for blocking
FTP transactions.

FTP Filter Read-Only disallowing uploads. Solution: Create a new
rule to allowing uploading of files off the network to specific
locations. In the FTP filter of the new rule uncheck Read-Only.

FTP using SSL tunnel. Solution: Create a new rules allowing
uploading of files off the network to specific locations. Edit the FTP
protocol and under applied filters, remove the FTP filter.

FTP not transaction not happening on the rule you expected.
Solution: Check the logs to find out which rule is blocking FTP, follow
one of the solutions above.

If it is not one of these issues then it is likely that the
problem is not on your end.
