What are the actual details of the event?
"event ID 1005" is pretty skimpy.
If it does mention the Routing and Remote Access service as "already
running", then you need to get http://isatools.org/rras_fix.vbs, run it
on the ISA and reboot.

I lookup up Event Id:11005 and found that there could be 3
possible reasons for my prob.

1: You have Routing and Remote Access configured as an
Internet connection server with NAT.
2: You have the Internet Connection Sharing (SharedAccess)
service turned on
3: You have the Internet Connection Firewall (ICF) service
turned on (Windows Server 2003 only).

The ISA 2004 Server also acts as a RAS server and routing
and remote access is enabled.
Do you think I should have RAS performed on another server
instead or is there a way around this.
