Error when Applying any changed to ISA 2k4

Hello,
Could anyone please shed some light on this 1.
Have installed ISA 2004 on a Windows 2003 Domain controller and it is
working fine, although whenever I make a change and click "Apply". I
receive this error:
"The configuration changes were saved to storage, but at least one service
failed to load these changes. The event log may include additional
information on possible reasons for failure."
