So my question is: can one install Fedora without internet - and if
not is
there a distro
that can be installed without internet

When installing Fedora-16 from DVD, after getting the fedora welcome
screen, immediately switch to second terminal

 and remove the repo files
under the

/etc/anaconda.repos.d/  directory

how do you do that? - details would be appreciated

When booting from the DVD, after skipping the media test, you get the
language selection screen.

Here, press Ctrl+Alt+F2 and get to the terminal

cd to /etc/anaconda.repos.d/ directory

remove

fedora.repo
fedora-updates.repo
fedora-updates-testing.repo

now, switch back to GUI using Alt+F6 and continue with the installation.
It won't wait for network/internet connection for remaining process.
