Your are forgetting very important point i.e NRCFOSS.
It is National Resource Centre for Free and Open Source Software
paid out of taxpayers money, to promote FOSS not individuals.
It is acceptable even if an ILUGC volunteer has done it, because
it is only voluntary. Whereas anything from NRCFOSS has a duty I repeat
DUTY to promote FOSS, not just interest in technical subject.
why?
Because it says so...
"National Resource Centre for Free/Open Source Software (NRCFOSS) aims
to contribute to the growth of FOSS in India through Research and
Development, Human Resource Development, Networking and
Entrepreneurship Development, as well as serve as the reference point
for all FOSS related activities in the country including the creation
and maintenance of this national FOSS Portal."
