[Ilugc] apt doesn't resume after re-dialing to ISP

That's not my problem at all. The downloader can resume. But
sometimes the (dialup) connection is still there, but no data is
trasfered (0% flat line). wget (or whatever) just hangs up in the
same percentage. Had the connection lost, I would have redialled and
re-started the apt process (some script). But in my case, I am struck
in the middle.
