it's not a resume in that sense at all. If the process gets stopped if
your internet connection just went away, you do have to download the
package again with wget at least.
If you use an ftp mirror of debian, and an ftp client like lftp or ncftp
you have a few more options - a lot of ftp servers can resume broken
downloads better than http servers can.
