First I have to mention that I don't have an icon yet, but you mention about the battery level when charging and if you keep checking the status to report quickly changing values and I have to wonder if that is possibly because while it is charging it is similar to a cell phone where the bars climb and then start at the bottom and quickly climb again and repeat the cycle until charging is complete as a visual indicator that the battery is charging? Could it simply be reading this type of activity? I don't know, that is just the thought that immediately came to mind whenn I read that description of this battery level reporting while charging.
