Good point.  But I am not sure what in my BIRD is saying that they should.
Could you point out more specifically what I need to change in the BIRD?

Hello Everyone,

Attached is “yet another” BIRD draft to make it required for clocked Rx AMI 
models to
return clock times.  I also included verbiage to discourage model makers from 
omitting
the CDR in normal AMI models, and to highly recommend the usage of the new 
reserved
parameter Rx_Decision_Time.

If possible, I would like to discuss this BIRD draft in the next ATM meeting 
also.  Please
take a few moments and read it carefully so we can make any corrections if 
necessary.

Questions/comments/suggestions are welcome and much appreciated.
