Yes.
Make a point called equipment or something. Give each unit with
equipment one of those points; they only need 1, and be sure to give
them an equipment_start or end_turn_restore=1 flag. Also add
equipment_cost=1 to the equip skill. Then make a unit effect with
equipment_inflict=1, and have that set as a self_effects= on every
skill used by the units that have equipment.
This way, a unit can only change their equipment once per round.
Either they do it at the beginning, or they have to wait for their
next turn.

same method doesn't work if something is just unequipped. Anyone have any
