You need to use a skill to access the equipment sheet, that's why.

They can switch out items as much as they want, but once they use a differnt
skill other than equip then that's it until the point is restored.

Yes.
Make a point called equipment or something. Give each unit with
equipment one of those points; they only need 1, and be sure to give
them an equipment_start or end_turn_restore=1 flag. Also add
equipment_cost=1 to the equip skill. Then make a unit effect with
equipment_inflict=1, and have that set as a self_effects= on every
skill used by the units that have equipment.
This way, a unit can only change their equipment once per round.
Either they do it at the beginning, or they have to wait for their
next turn.
