I'm actually getting the same thing on my samba+cups setup.  The samba
server can locally print stuff to the network printer, but not the Win98
client.  Win98 was saying the printer was not available -- until I changed
the permissions on the spool dir, but now thats fine -- and it 'says' it
prints, I can watch it go though the Windows print spooler, but it never
reaches the printer.  I'll look into it more (the spooling) when I get a
chance, but it is slightly frustrating.
