Hi Bill and Drew,
 
Thanks for the information.  So is 700 Hz the official, correct CW tone then?  
I want to be perfectly on frequency, technically anyway.  I thought it was 
supposed to be 600 Hz, and I used the 600 Hz tone generated by WWV to match 
audible tone on 28.161 MHz with 2 receivers.  If it is supposed to be 700 Hz, 
maybe I can increase my TX freq slightly.

Jay,
 I logged your beacon three times today... 13:26Z, 15:01 Z and 17:03 Z.
Your beacon signal was "right on" 28.161 MHz the way I listen/log signals.

The frequency disparity comes from the receiver/listener...... 
Some listeners use rigs with analog readouts.
Some listeners never calibrate their digital readouts
Different manufacturers derive/determine where in the circuit the digital 
signal is received.
Different model years of the same manufacturer often differ in digital readout.
Some listeners tune for a tone other than 700 Hz.
Some listeners are tone "deaf".

Beacon frequency listings are considered "ball park" figures that are close 
enough for a Operator/listener to locate a particular beacon if the band was 
favorable. (regardless of the rig, digital readout, tone looked for or 
calibration)

ago suggesting I was at 28.160.9 MHz.  I increased frequency on my TX so that I 
obtained a 600 hz tone at 28.161.
