Bill provided a good list with reasons why different people announce different frequ's for the same stable signal:

Some listeners never calibrate their digital readouts
Different manufacturers derive/determine where in the circuit the digital signal is received. Different model years of the same manufacturer often differ in digital readout.
Some listeners tune for a tone other than 700 Hz.
Some listeners are tone "deaf".

There is one important item not everyone is aware off:

All transceivers with Japanese origin and many others have two different frequency readouts for the same signal depending on the mode switch, CW or SSB because they shift the receiving frequency for CW reception.

Basically this is a good idea, it helps the casual CW op, but the user must be aware of this automatic shift whenever reading and reporting a frequency readout.
