Right-click already sends to the back in BeOS, even on the border.
That would be inconsistent to set this to raise.
The ALT-drag thing is not a default BEOS feature AFAIK, you need EasyMove.
Anyway I think we should focus on at least coding something before we decide we
need to change it<point/>
