[openbeos] Window resizing

Please no, I can never figure out how to move a window (esp one that
has its title bar offscreen) when that is set up. I like being able to
move a window by its edges, it makes it easier to deal with overlapping
windows.
Of course, some people really like that sore some reason, so how about
making it an option instead?
