[openbeos] Build issues

Ingo has fixed the Jamrules file so that the correct headers are used
now. Compiling the kernel is working again.
Be sure to update your OBOS_TOP environment variable to the "current"
tree to make it work.
BTW the change of the directory hierarchy has somewhat rendered the
UsePrivateHeaders rule senseless, as you can do it now using the
UsePublicHeaders rule, too.
