[haiku-i18n] Restricting write access to HTA

Hi there!

I'm a bit worried that the current policy to allow anyone to register 
and change translations at HTA poses a risk of losing work. Sure, 
what's in SVN can't be altered because of missing "verifying" 
permissions, but imagine the mountain of work if the strings at HTA got 
messed with and you'd have to restore every translation from the 
catkeys in SVN...

Can we agree to only give Language Managers and admins the permission 
to create new accounts and have interested people introduce themselves 
here or in one of the language-specific mailing lists?
