First off, as a general rule, please don't send attachments on emails to this list. Although in this case the file is quite small so it is not much of a problem. You can attach the patch to the ticket and link that in the email.
The rule is not set because of attachment sizes, but because the mailing list archive doesn't store attachments. They are likely to get lost. Please attach it to the ticket in the bug tracker instead, so it's stored in a safe place.
