Essentially that means the toolchain will look for all include
stuff (header files, libraries, etc) under some prefix (but beyond
that prefix, everything's installed as it would be in the actual
target system) - a bit like a toolchain-only chroot.

This is a primary base concept of my Briegel distro buildsystem
(which does the whole processes of setting up minimal sysroot's
fetching source trees, building and packaging, including all
dependencies, completely automatic). I'd like to add Haiku as
another target platform.

No, it doesnt :(

It only states how to tell Haiku's big buildsystem to create a
toolchain within its build process. But I need exact information
on how the toolchain (only) is created, to integrate that into
crosstool-ng.
