Another, pedantical, point: it is obvious that tab control is restricted in it's possibilities and many of modern applications have migrated now to "tree selector on the left" settings dialogs. Tree selector is much more flexible that tab control. But proposed UI welcomes us in backward direction. In my opinion, having all items listed in the single tree as currently in Media preflet is much more clear solution than separating the audio and video hardware on different tabs. Currently, the single look is enough to estimate the system - but some mouse clicks will be required for the same task in proposed UI design.
