There has been some discussion of a "download server" that would be
the primary place to handle downloads, and that could provide some
simple bandwidth limiting in user-land. But it would probably need
some explicit user interaction (like only allow downloads to reach a
peak of 100 KB/s to leave plenty of web serving bandwidth on a
broadband connection.)

Of course proper prioritization and QoS stuff that works automatically
would need to be done in the kernel.
