I have tried to stay away from HTA (mainly because I'm not so much 
interested in translations myself and really don't want to accidentally run 
into more work :-)), so I can't say much about the HTA workflow. What I've 
gathered from the Haiku mailing lists, the "approved" flag was indeed 
intended to mark translations ready for committing.

I'm not really fond of the idea of merging partial change sets. If you think 
the translations are not ready yet (or should definitely be reviewed first), 
please remove them from the trunk.
