The 12/24 hour setting should be taken from the Locale preferences. Why would anyone want to have a different setting just for the Deskbar clock? The former clock format setting in Deskbar preferences was more descriptive IMO. Also, two checkboxes are more flexible than a radio selection of 3 choices: 1) Show seconds, 2) Show timezone. This would also allow to show the timezone without seconds. And finally: The context menu item of the clock should be just "Time preferences..." instead of "Open time settings...".
