Having a setting in Deskbar that actually changes something system-wide is heavily confusing. I could see it moved to time preferences, however, but I think the Locake prefs is a better place, because it goes with all other format settings.

The only exception is Mac OS classic, OSX moved on to match what others do, and added an (ugly) button to jump from time to international preflet. I'd rather avoid such button, in Windows they do it all the time and it gets messy.
