Agreed. I would argue that it makes sense to have a link in the Time preferences for this, though (ie. to open the Locale prefs in order to change the format).
The only exception is Mac OS classic, OSX moved on to match what others do, and added an (ugly) button to jump from time to international preflet. I'd rather avoid such button, in Windows they do it all the time and it gets messy.
It sometimes is messy, yes, but I also often look for a specific setting rather long, as I don't always understand what reason lead to placing an option into a certain preferences dialog.
I think the messy part in Windows mostly stems from the fact that they don't educate the user how to get there directly, but only describe the action. "To change the time format, go to the locale preferences" is helpful IMO, a "Click here to change the time format" is not as much.
