#15585: IO stall for a long time during creation or deletion of many small files

This is hrev53644 x86_64.
When creating or deleting a lot of small files (extracting source code
archive for example) IO stalls for several seconds. IO operations blocks
even on different physical disk.
I created test that create a lot of small files and measure duration of
creation of each file. Test work on Haiku and Windows. Test performed on
same USB3 drive, that was formatted before test. For Windows NTFS is used.
