The frsdiag utility is a good place to start, if you have the support pack 
installed repadmin and help trouble shoot replication problems. 

I think I would also run GPOTool to make sure my policies were all the same and 
correct.

If the machines are hitting different DCs when they process Group Policy

then you might be having some replication issues.
