Thanks for clearing this up for me, it makes much more sense now.I now understand why JAWS says, "Whole note rest combined, and whole note rest not visible."
One more thing, in the insert measures dialog I chose to put all the measures on the same system.
Will this put the multiple measure rest symbol and the number of measures to rest above it in the center of the system?

If you just insert the correct number of measures, Lime should make one multiple rest of all those measures. Here are some tips: - When you insert measures, be aware of the radio buttons: 'Insert All Measures on Current System" and : Start New Systems or Pages:" and "Measures per System". - If your time signature is incorrect, Lime will not combine the rests. - Rests can be forced to not be combined by selecting the rest or rests and selecting 'Don't Combine Rest' from the Note menu. - Adding annotations to a rest will prevent it from being combined.
