  A hour is defined as 1/24 hours of a complete apparent rotation of the sun?.
   
  A 24 hour day is define by the apparent rotation ..The difference between 
that and the stars is 4 min per day over the course of ~ 365 days that cycle 
repeats ..That is a year?
